I guess I really don't pay attention but can someone please explain to me what it means when people write BUMP on a post? Is it a good or bad thing or neither?

Just bumping it back to the top -
It moves the post up to the top of the group. Sometimes if people don't know how to respond to a post, they bump it, so that it moves to the top of the page so that others will see it and may respond. -

I didn't know the actual word "bump" meant that until about a month ago. LOL

It's not a bad thing~ it just puts the post back to the top that way others can see it and /or get more replies to the post.

I just learned a couple of months ago in another group that explained what different abbreviations mean. For a long time I was lost - I had no idea what dh, dd, and ds meant.
I think you saw my meaning of Bump in another post in this group.
