     I don't know about that highway but I do know several cities have installed special sections of highways that are made of a glass compound. It's heated so snow melts and it doesn't get icy and it's graded in such a way that water is pushed off the road as you drive.

    How is the glass heated? by static of all the driving?

     There are panels under the road top that heat up. Those are tied to solar panels on the side of the road.
