Idk, allergies maybe? I think with wic you can tell them what you're allergic to and they change it.
Could be wrong though. -

Shouldn't there be signs on the aisles, with a Star, like WIC, stating what you can and can't buy with FS?

I think they do to an extent -
It would probably cost more in the long run, that and some cashiers lie about what people have bought. I have seen people get items they weren't supposed to on WIC knowing which cashier didn't care and would mark it down the right way.

Because different people can't eat different things. I think the things that they allow you to buy on fs should be reformed but telling people what they will have for diner that night is crazy.
