One without the proper up bringing lacks morals. Usually people who have religious families have more morals based on what is a sin and what is not. Does not mean someone who does not believe in religion has no morals. -
Non religious families have laws.

Like I said. Im not saying that they dont have morals. But in a religius family things are VERY strict. So it may give the impression that they have more. Im not religious at all, i believe in God and was raised in a christian family and my morals are very strong just because how I was raised and im not even religious.
