Me and her other aunt have invited all four of our sister's kids to live with us at one time or another but they didn't want rules.
CPS said they weren't in imminent danger and there was nothing they could do.

Where was she going? Was it to something like a homecoming dance or was she just going to the mall? I think that makes a difference in what my opinion is of the dress. Yes, there is a lot of clevage showing, but it's not over the top if its for a dance, IMO. Plus her parents are obviously okay with it, soooo.....
