So, I'm throwing my sil's baby shower tomorrow. Either a.) Only 3 people other than Dh/I and the parents will be there or b.) I will have over 20 people in my house tomorrow.
I have NO idea because only my mil, gmil, and 1 friend RSVP'd yes. I got 2 no's back. That's 5- out of 20 something invites.
I find it so rude not to RSVP- even if the answer is no! Ugh... drives me nuts.

I gave email as an option.
The problem with not sending one is food. I have no idea how much food to set out- kwim? I could set out enough for 20 and throw some out because people didn't show, or only set out enough for those who replied and have not nearly enough.

If I'm given email, I'll let them know that I can't make it. Phone calls just give me anxiety. I do think it's incredibly rude to not RSVP then just show up.

I hate that too! When dh & I got married, not one person from my mom's side of my family bothered to RSVP. We gave them 3 options- phone, email, or there was an addressed & stamped postcard included with the invite. How hard would it have been to let us know they couldn't make it?!
IMO, its extremely rude to not RSVP; whether you're going or not! -
I have an anxiety disorder lol. I get almost panicy when idk how many people to expect.
