    The frontal lobe part of the brain is the part that can think ahead to the consequences if an action.  That is not fully developed until the age of 21.

    They asked some teenagers who they thought were more able to think logically about consequences ... adults of teens.  The teens all thought they were smarter than adults,  and were surprised to find out the facts..
