This and it also depends on the individual cat ... If the cat seemed upset or scared etc I would not finish putting it on but if the cat was cooperative and laid back about it then I dont feel like its cruel just for a photo.

Cruel because it doesn't look as if this was made for the cat at all.  Those made for pets are made for their comfort.  This poor cat doesn't look at all comfortable
