i say Merry Christmas unless it is beyond obvious that person does not celebrate Christmas.

I try to say "Happy Holidays" since, these days I can't tell who celebrate Christmas/holidays because of their religious/cultural or personal reasons, but I have a habit of saying "Merry Christmas".
